William Shepard knows of the existence of Vampires. How exactly he knows is anyone's guess. If there were a version of Mulder and the X-Files in the World of Darkness FBI then he would fit right in. He is searching for the proof of the existence of supernaturals so he can present it to his superiors at the FBI.
Shepard is based out of Chicago but sometimes strays out of his jurisdiction if it would lead him to his proof.
Shepard is not a member of the Special Affairs branch of the FBI nor does he know they exist.
Of slightly above-average height and average build, Shepard wears his midnight black hair short in a trim, near military cut. His eyes are deep blue and almost unnaturally intense. He has a small scar just above his left ear. (VTM, 1st Edition p. 223; VtM: 2nd Edition, p. 254)
