The Solar Deliberative was the government of the First Age. Little is actually known about the Deliberative. The Deliberative was presumably located in Meru.

The Deliberative appeared to be a theocratic government, with a central council of Zenith Caste priests serving as the heads of state. Decisions made by the Deliberative were made in consultation with the Unconquered Sun and Gods played a major role in the Deliberative's government.
