A circle is a group of Exalted bound together by oaths of loyalty and mutual need. Most modern Celestial Exalted circles are merely renewals of circles formed in the First Age. Circles of Terrestrial Exalted are more commonly called sworn brotherhoods after the spell used to sanctify them.
